Swipe Widget
The Swipe Widget allows you to swipe away one or more Layer Groups to make it easy to view the remaining layers and base map underneath.
Refresh the Web App.
Turn on these layers:

Flood Control Property
-
Zip Code
-
City
Open the Swipe Tool
Click on the down arrow and check all the layers you would like to swipe:

As-Builts
-
Flood Control Property

Zip Code

City
You can now drag the Swipe Handle horizontally to swipe the layers.
