The layers are drawn bottom first.
This means the imagery layers on the top will mask out the imagery layers on the bottom.
In this example, the 2010 Imagery sits on top of the 2004 Imagery.

The 2004 Imagery is hidden underneath.
Turn off the 2010 Imagery.
Now you can view the 2004 Imagery.
For confirmation, turn on the Footprint Layer for the 2004 Imagery.
